New Holland 650 twine arm will not return after tying, operator pulls tie arm back by hand

Check the twine arm path for bent feeder rods and binding pivots through a full hand-cycled wrap. Rotate the eccentric to set 1/64 to 1/32 inch (0.4 to 1.6 mm) clearance at the breakaway arm, page 291. On 650 and 660 Type I linkage, set strap overall length between 56-1/4 and 56-13/16 inches.

Twine won't cut at the end of the wrap cycle, knives dull or arms stopping short

Inspect the twine knives for nicks and dull edges, replace any worn blades. Adjust the nuts on the knife actuating rods to compress the springs to a total length of 2-1/2 inches (64 mm), spec on page 321. If a spring must be squeezed below 2-1/8 inches (54 mm) for a clean cut, the knife is dull; replace it.
