Does this manual cover overhauling the Perkins engine?

No, and you should know that before buying. The contents page lists an Engine chapter, but in this compiled edition it contains zero pages: Chapter 1 ends and the Clutch chapter begins immediately after. Engine overhaul is omitted from this compilation, so for injection pump, head or bottom-end work you need a separate Perkins manual. Everything from the flywheel back is covered in depth. p. 308

Are real wiring diagrams included, or just a parts-style overview?

Real ones.
