Hydraulics are slow or the steering goes heavy under load on an articulated tractor.
Work the charge circuit before the PFC pumps. The charge pump feeds the piston pumps a pressurised inlet to stop cavitation, and its output is limited by a 112 PSI (8.3 bar) relief; charge flow the piston pump does not use bypasses to the reservoir through a 30 psi (2.0 bar) check valve. At 2240 rpm pump speed the charge pump should give 123.7 L/min (32.7 GPM). A blocked 100 mesh suction screen or a tired charge pump starves the PFC pump long before the PFC pump itself fails, and the priority valve then robs the steering first.

Check the regulated pressure circuit rather than the brake itself. The front section of the tandem gear pump supplies the regulated circuit for the brakes, the axle lubrication, the park brake and the auxiliary valve pilot circuits, and the brakes should see a constant 20.7 bar (300 psi). If that supply is low or intermittent, every one of those functions misbehaves together, which is the clue. The brakes section carries the valve, the bleeding procedure and the test points.

Match the model year first. This manual draws the Powershift NAO electrical schematics separately for 2006, 2007 and 2008, and the hydraulic schematics the same way, so a drawing that does not match the harness in front of you usually means you are in the wrong year. Once you have the right sheet, work the electrical section from page 2016, follow the circuit to the connector view and test it there rather than replacing modules.
