Bleed the fuel system completely, working through the sediment bowl, fuel filter bleed screw, injection pump, and injector pressure lines in sequence. Test each nozzle on a pressure tester; pneumatic governor models should open at 2130-2205 psi (page 31). Water in fuel lines freezes at the filter and nozzles first, so drain and inspect both before cranking again.
