Check main relief pressure before condemning the pump; spec on page 27 is 275 to 285 kgf/cm², so adjust the relief valve if it reads low. If pressure holds and cylinders still lag, suspect pump wear: shoe thickness under 4 mm or piston-to-shoe backlash over 0.2 mm means the pump needs an overhaul.
