Bleed the fuel system at the filter and injection pump before condemning parts. Test feed pump output; operating pressure should be 177 kPa (25.6 psi) per the spec on page 33. Low pressure means a weak transfer pump, so replace it. Drain the filter bowl and check for water before restarting.
