The hydraulics feel weak but the pump passes a flow test.
Test it under load, not just at idle. The pump should make 31.2 l/min at 2600 engine rpm with no load, and the manual sets the pass mark under load at 80 percent of that, which is 25 L/min (6.6 US gpm). A pump that gives full no-load flow and then collapses under pressure is worn internally. Check the system relief at 16671 kPa and the safety relief at 19609 kPa before you replace anything.

Treat them as one fault. The PTO system is supplied by the steering pump, with oil routed through the PTO solenoid, so a failing steering pump or a restriction in that supply starves both. Confirm the steering circuit first, then test the PTO solenoid and its circuit. Only when the supply is proven should you go into the PTO clutch and brake.
