New Holland P1030 to P1060 Common Problems This Manual Covers
Cart powers up but the metering clutches will not engage
Start with the Testing pages in Electrical - Controllers, Sensors and Actuators: they give the seeding control system and clutch circuit checks, then use the harness and connector diagrams to trace power past the fuse block, because good fuses do not clear the wiring between the module and the clutch.

Before you touch the dampers, use the Hydraulic Seeding Fan System pages in Section 35 to confirm the fan circuit is actually making rated speed, then run the fan and check the lids and manifold for leaks; a worn lid seal will starve a run as fast as a slow fan.

That exact complaint shows up on the forums: power present, fuses fine, no clutch engagement. What are the wheel torque specs for the P1030/P1040/P1050/P1060?
They are in the book and they are cart specific: rear wheel bolts torque to 440 Nm (325 lb ft) on the 12,000 lb rated rim and 217 Nm (160 lb ft) on the 7,500 lb rim, both rated at 10 mph. The Wheels section (44) carries the tables along with rim weights. p. 126
Are full wiring schematics included?
