Engine cranks slowly or will not turn over in cold weather, starter drags

Test the battery before condemning the starter; the system is 12 volts, negative ground, per the Specifications table on page 8. Clean and tighten both cable ends and the frame ground strap, since a corroded connection mimics a dead battery. If the battery load-tests good, move to the starting motor checks in the electrical section beginning on page 91.

Replace the fuel filter and drain water from the tank sump before chasing bigger trouble; draw off a clear jarful and check it for dirt and cloudiness. Before condemning the pump, bring the oil to 130-160 degrees F and run the engine at 2500 rpm — the manual's own test conditions on page 229. Stand-by pressure should hold 2200-2300 psi on the 0.69 and 1.38 cu in. pumps, or 2300-2400 psi on the 3.01 cu in. pump. If stand-by is correct but flow is low, the pump is worn; if stand-by is low, work the pressure control valve check first.
